Boralus, Wednesday evening.
The Second Assembly of Houses and Captains convened this week in Boralus, bringing together military officers, civic leaders, adventurers, priests, and concerned citizens for another evening of public discussion on matters affecting Kul Tiras.
Presiding over the gathering was Baron Adolphus Jaggerhawk, Speaker of the Assembly, who opened proceedings with a call for participants to speak plainly and place the interests of Kul Tiras above factional or personal concerns. The evening’s primary topic was the proposed Citizen’s Brigade, a concept first introduced during the previous assembly and one which has since generated considerable discussion throughout the kingdom.
Contrary to some rumours circulating beforehand, the proposal was not presented as an effort to arm every fisherman, merchant, baker and dockworker between Boralus and Freehold. Instead, Jaggerhawk described the organisation as a decentralised support network intended to assist the defence of Kul Tiras through logistics, communications, intelligence gathering, and other supporting roles under Admiralty oversight.
According to the proposal presented during the assembly, the network would operate in a compartmentalised fashion, with only a limited number of individuals possessing knowledge of the wider structure. The stated aim is to reduce the damage that could be caused by infiltration, sabotage, or the compromise of individual members.
The argument appeared to resonate with many attendees.
Supporters spoke of the increasing number of threats facing the kingdom, from cult activity and organised conspiracies to foreign interests and criminal organisations. Several participants argued that ordinary citizens frequently find themselves caught in such conflicts regardless of whether they are formally involved and should therefore have a means to contribute constructively to the defence of their homeland.
Not everyone appeared entirely convinced.
Questions were raised about organisation, accountability, and whether such a structure could remain effective while maintaining its decentralised nature. Others seemed concerned that enthusiasm for public participation could, if handled poorly, create confusion regarding the responsibilities of existing military and law enforcement organisations.
Yet despite these reservations, the overall mood of the assembly increasingly shifted towards support as discussion continued.
Eventually Baron Jaggerhawk called for a public vote. In a scene that was perhaps slightly more enthusiastic than orderly, attendees physically moved to indicate their support or opposition, producing several moments of confusion as participants attempted to determine which direction represented which position. The final result, however, was not particularly difficult to interpret.
“The Citizen’s Brigade will become a reality,” Jaggerhawk announced following the vote.
With that declaration, the proposal received the blessing of the assembly and now moves from discussion into implementation.
Whether the Citizen’s Brigade ultimately becomes a valuable defensive institution or simply another ambitious idea facing the realities of administration remains to be seen. What is clear, however, is that the assembly continues to attract considerable interest and is rapidly establishing itself as a forum where Kul Tirans can publicly debate the future direction of their kingdom.
The assembly is currently running with a monthly schedule, the next one is scheduled to be held on Wednesday the 15th of July.
